Torture an act of severe pain or suffering, whether physical or mental, when such pain or suffering is inflicted by or at the instigation of or with the consent or acquiesance of a public or other person acting in an official capacity see articale 1 in artical 2 it say's An order from a superior officer or public authority may not be invoked as a justifcation of torture - in other words I was following orders is no defence in law
